The Necessity of Electoral Laws Reform in Slovakia?
Abstract
There are many debates about reform of electoral laws in Slovakia. The last significant (according to results) changes were made before elections of 1998, when four election districts were replaced by one district with 150 mandates for legislature elections and one year later in 1999 the first direct elections of Slovak president were presented. There were some efforts to change this status but without any results. In past few years there are debates to unify the electoral laws (for every election there is a specific law in Slovakia) and to change the current electoral system for National Council election. The aim of the paper is to find the best solution for electoral law reform in Slovakia. Is the solution in complete rebuilding of electoral system or just to change the basic setting of proportional system?
