Abstract
The paper focuses on the assessment of capital expenditures on secondary vocational and general education, examination efficiency and the results of the key final examinations at the primary level. Higher expenditures are incurred in secondary vocational education. At the same time, outcomes achieved in this area of education are lower. It is proposed to implement a vocational education model, already legally sanctioned in extramural forms of education. The adoption of such solutions should actually enrich the human capital of society. This should provide a more careful secondary education and contribute to a significant improvement in the occupational mobility of society, due to a relatively fast process of acquiring new skills.
