Expected Utility and Prospect Theories Versus Agricultural Insurance
(Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - Państwowy Instytut Badawczy, 2023-03-30) Kulawik, Jacek; Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - Państwowy Instytut Badawczy
The expected utility theory/hypothesis (EUT/ET) by von Neumann and Morgenstern has become the subject of criticism and efforts to improve it already at the moment of presenting its complete axiomatic form (1953). The broadest analysis was carried out by Kahneman and Tversky using the prospect theory (PT). However, it was not carefully prepared. The above two were helped in 1982 by Quiggin with his extension of the EUT in the form of the rank-dependent expected utility (RDEU). This was followed by Kahneman and Tversky in 1992 boasted the second version of the prospect theory, i.e., the cumulative prospect theory (CPT). It became the most competitive proposal to the EUT, although later other researchers added new elements to it. In this way, the subsequent generations of the PT were created. Today there are five in total. It soon became apparent that the PT also did not satisfactorily explain various cases of decision-making under conditions of risk and uncertainty. Upon closer analysis, however, it turned out that the PT was in fact a generalization of the EUT. Both theories are tools for modeling insurance decisions, including agriculture. In this context, the main aim of the article is to present the principles and the results of applying them in agricultural insurance. The analysis shows that the pragmatic solution at present is the combined use of both theories, with the EUT usually being the reference point.
Key Problems of Using Subsidies Coupled with Agricultural Production
(Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - Państwowy Instytut Badawczy, 2022-09-29) Herda-Kopańska, Justyna; Kulawik, Jacek; Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - Państwowy Instytut Badawczy
Subsidies based on agricultural production are a common form of subsidies in many countries, both less developed (due to their economic difficulties in achieving a satisfactory level of food self-sufficiency) and highly developed. However, at the turn of the 20th and 21st centuries, this support was not so popular. It was only in the second decade that it began to be restored, which is sometimes referred to as recoupling. The COVID-19 pandemic and the Ukrainian–Russian war are undoubtedly two important circumstances that have increased interest in these subsidies. Therefore, it is important to identify theoretical and socio-political justifications for using these subsidies and the problems related to preparing schemes for determining their unit rates. After conducting the analysis, it turned out that the microeconomic theory rather provides arguments against the wide use of agricultural production subsidies. The justifications for pursuing a policy which refers to the difficulties in particular sectors of agriculture are also unconvincing. The calculation of unit payment rates is a challenge due to the lack of a solid methodology and sufficiently reliable source data.
Circular economy vs. sustainability of agribusiness
(Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - PIB, 2020) Soliwoda, Michał; Wieliczko, Barbara; Kulawik, Jacek; Instytut Ekonomiki Rolnictwa i Gospodarki Żywnościowej - Państwowy Instytut Badawczy
The circular economy is becoming an increasingly discussed concept being an alternative to the current model of economy based on the unsustainable constant growth building on the unlimited use of resources. The objective of the study will be to outline the circular economy concept with the presentation of attempts to operationalise it from the point of view of the sustainability of agriculture and the whole food sector. We verified a research thesis that the circular economy is one of several concepts enriching and probably likely to replace the EU agricultural and food sector sustainability in the future. An eclectic approach has been applied, using the method of literature studies, documentation method and elements of heuristic methods. The paper is a review study. Formally, the CE is to constitute a superstructure for the CAP and sustainability practised within it, more and more schematic and fossilised. The basis for enhancing the sustainability, improving the efficiency and competitiveness of the EU agriculture and the whole food should be, in the first place, broadly understood innovation and creativity.

The main objective of this monograph is to identify theoretical and methodological foundations for measuring, assessing and optimising public aid granted to farms (at the level of EU countries and individual farms in Poland), along with an attempt of empirical verification. The auxiliary objective of the monograph is to update the ex-post analysis of the impact of subsidies on the economic, income and financial situation of these entities. Chapters: Measurement, assessment and optimization of public aid granted to agricultural holdings – selected issues. Public support for agriculture of EU countries under the CAP. Scale, dynamics and trends of changes. Implications of the direct payment degressivity mechanism in the CAP 2020+ in Poland. Subsidies and other external sources of financing activity on farms – farmers’ opinions. Subsidies vs. finance and economics of farms managed by natural persons.
