Niniejszy artykuł omawia genezę, przepisy i konsekwencje tzw. ustawy inwigilacyjnej, czyli uchwalonej 15 stycznia 2016 r. nowelizacji ustawy o Policji i ustaw kompetencyjnych innych instytucji bezpieczeństwa. Ustawa wywołała wielkie kontrowersje i była jedną ze spraw najczęściej komentowanych w mediach. Autor skoncentrował się na analizie dwóch zagadnień: wpływu ustawy na wykonywanie czynności operacyjno-rozpoznawczych przez instytucje bezpieczeństwa i postawy elit politycznych wobec ustawy. W artykule zanalizowano akty normatywne i ich projekty, sprawozdania stenograficzne oraz inne dokumenty instytucji publicznych.

Dehumanizacja i przyszłość wojny w pracach Christophera Cokera

The topics of dehumanisation and robotisation of war are very rarely raised inthe Polish literature of the subject. Even rarer are the publications on the ethi-cal dimension of the modern military revolution. Therefore, it is worth todiscuss and analyse the work of Christopher Coker, professor of InternationalRelations at the London School of Economics and Political Science, who inrecent years has been one of the most influential scholars in the field. Thisreview article presents Coker's most important findings on the evolution of war and its consequences. Whereas Carl von Clausewitz, Coker's source of inspiration and common reference point, was focusing on war as a politicalphenomenon, Coker is more interested in its cultural dimension. The articleis divided into four parts. The first describes Coker's attitude towards thephenomenon of war. The second presents his reflection on the end of the„warrior ethos”. The third part examines the issues of humanisation anddehumanisation of contemporary armed conflicts, while the fourth presentsthe futuristic aspect of Coker's work.

The Second Revival? The Visegrád Group and the European Migrant Crisis in 2015-2017

The aim of this article is to present the Visegrád Group's position towards the contemporary European migrant crisis. The author seeks to answer two main questions: what is the degree of coherence of the Group's position and what are the internal factors of the V4's stance towards the crisis? The article analyses the political situation in the Group's member states, the V4's stance towards the earliest propositions concerning the migrant crisis, its fight against the implementation of the mandatory quotas, its stance towards the implementation of the EU's decisions and internal factors of the V4's policies. The author argues that although the members of the Group differ in their approach to many international issues, their attitude towards the crisis is very similar.

W słabości siła. Bilans ewolucji polskich partii politycznych w latach 1989-2013

The article elaborates on the political parties in Polish Third Republic, from the inception of multi‑party system to contemporary days. Its aim is to analyse the evolution of Polish political parties and to point out advantages and disadvan‑ tages of the process. The Polish parties have undoubtedly undergone a major evolution over the past 25 years and it would seem that in some areas they are becoming similar to parties of Western Europe. However, the author indicates that on many levels their transition remains incomplete – a best‑case scenario – or superficial. This in turn leads to a problematic paradox – strengthening of Polish political parties has contributed to weakening the state rather than en‑ hancing its capabilities. In this sense, the strength of Polish political party seems to be merely a facade behind which serious structural problems are hidden. The alarmingly low levels of trust in politics and social activity alongside the process of cartelization are leading to yet unidentified consequences.
