Wywiad jako instrument chińskiej polityki zagranicznej – przyczynek do badań

The article takes up the problem of Chinese intelligence as a tool of support foreign policy. In the first place, the theoretical concepts and assumptions concerning this domain of state policy have been systematized. A review of selected foreign policy definitions in Polish-language political literature was conducted in this respect. Next the authors discussed the specificity of foregin policy determinants, structures and instruments. The key determinants of China's foreign policy of political, military, geographic, economic, and doctrinal character were discussed in following part of article. In the last part of the paper, an attempt was made to answer the question of how the above conditions affect the demand and performance of Chinese intelligence activities.

Deficyt handlowy zagrożeniem dla bezpieczeństwa ekonomicznego państwa?

Among scholars, commentators as well as decision makers there is a consensus about the vital importance of the problem of a state's economic security in the 21st century. At the same time, however, a threat that reoccurring trade deficits can pose on a country's economic development seems to lack any wider debate. The author's intention is to attempt to fill the gap in the public debate on the issue in question. One of the aims of the this article is to provide an adequate definition of economic security and situate it in the field of research on security as well as to present the actual knowledge on the influence of international trade on economic development. Finally, the author will attempt to answer the question of whether an inconsiderate trade policy should be regarded as a threat to state's economic security.

Analiza uzależnienia Chińskiej Republiki Ludowej od wybranych surowców energetycznych w kontekście chińskiej drogi do hegemonii

The issue of energy resources in the PRC foreign and security policy is a relative novelty in Polish and foreign science. In this paper, the supply of key non-renewable energy resources such as coal, oil and natural gas to the State of China will be analyzed in detail. Own resources of individual fossil fuels, their consumption and import will be presented. The said data will be presented quantitatively in the form of tables and graphs. The selected timeframe, covering the years 1989 - 2012, will allow to analyze the change in the situation over several Chinese „five-year plans” (from „seven” to „twelfth”). The purpose of this analysis is to identify significant challenges and threats for the People's Republic of China due to the increasing use of raw materials such as coal, gas and oil. The author intends to answer the following questions: Is China a self-sufficient state in the supply of energy resources? What kind of energy resources prevail in China? For how long will Chinese resources last?

W kierunku podważenia statusu państwa hegemonicznego: przegląd głównych aspektów współczesnych chińsko-amerykańskich stosunków gospodarczych i wojskowych

Military relations between China and the United States can be described in terms of a process of consensus building in two crucial areas, i.e.: global and regional security. The key concerns for both countries are: the situation in the Gulf of Taiwan, the development of both striking and rapid reaction capabilities of the Chinese forces, counterterrorism at the international level, limitation of mass-destruction weapons along with the means of their deployment, and finally, the program of building the American ballistic missile defense system initiated a few years ago. Despite the growing rivalry between the two superpowers in the Pacific Rim, there are some areas, in which they can maintain close cooperation for the sake of security. Their joint efforts to prevent and counter the terrorism threat in the world can be taken as a model example of mutual cooperation. There are, however, some important points of disagreement in their trade as well as military relations. Respecting intellectual property is one of them, likewise the unbalanced trade with China.

Praca skupia się na próbie zdefiniowania pojęcia bezpieczeństwa oraz opisie typologii współczesnych badań nad bezpieczeństwem. Autor nie tylko analizuje najważniejsze jego zdaniem zagadnienia związane z formułowaniem wyczerpującej definicji, ale również podejmuje się próby stworzenia autorskiej definicji. Dalsza część artykuły poświęcona jest opisowi wiodących kryteriów związanych z klasyfikacją bezpieczeństwa. Opracowanie ma charakter teoretyczny i tym samym stanowi wstęp do dalszych badań nad bezpieczeństwem.
