(Biuro Analiz Sejmowych, 2022-03) Zygierewicz, Anna
Cultural and creative sectors were among the sectors most affected by the COVID-19 pandemic crisis. Imposed limitations and restrictions caused cancellation of events and activities, constraints on artists’ and creators’ mobility, and others. The European Union and its Member States provide guidelines for recovery of the sectors together with innovative solutions and financial support, they also promote digitalisation of the sector to allow it to reach audiences. The article presents the situation of the cultural and creative sectors affected by the crisis, and efforts, particularly at the level of the EU and the Member States, to support the recovery of the sectors.

Konsekwencje ograniczeń związanych z pandemią COVID-19 dla transportu pasażerskiego
(Biuro Analiz Sejmowych, 2022-03) Łukasiewicz, Agnieszka; Instytut Badawczy Dróg i Mostów
The paper addresses key challenges in passenger transport caused by COVID-19. The aim of the publication is to show the consequences of the pandemic for the evolution of passenger transport and the development directions of the sector, as well as the change in mobile behaviour. Moreover, the paper analyses passenger traffic by air, rail and public transport. The data was compared with the volume and structure of traffic before the pandemic. Regardless of how the scenarios related to the SARS-CoV-2 pandemic will play out, there is no doubt that mobility trends have changed significantly. The pandemic has impacted mobile behaviour primarily through the development of hybrid working, home office, e-commerce or e-entertainment. Indeed, all modes of transport have been affected by the changes. Fast-growing new travel trends like shared mobility have been curtailed due to the fear of coronavirus infection. The passenger transport sector faces many challenges as a result of the epidemic situation, especially as the pandemic has seen a return to private car travel, which conflicts with the tenets of sustainable development, including sustainable mobility.

Między literą prawa a praktyką. Reakcje na odgórne regulacje związane z rozprzestrzenianiem się COVID-19 w latach 2020 i 2021
(Biuro Analiz Sejmowych, 2022-03) Karkowska, Marta; Instytut Filozofii i Socjologii Polskiej Akademii Nauk
The subject of the article is an analysis of individual perception and effectiveness of legal acts adopted in Poland in relation to the spread of the SARS-CoV-2 virus. The presented analyses concern the ways of actual implementation of selected top-down recommendations, bans, orders and restrictions on staying in the public space in relation to the spread of COVID-19. The aim of the article is to present the ways in which state-wide regulations were perceived and adopted by representatives of the Polish society between March 2020 and July 2021. In this context, the author discusses the specificity of these regulations, the variability and continuity of attitudes towards them, but also the impact of different factors on the perception and implementation of the most important normative acts. The analyses are based on data and research materials obtained from qualitative research projects conducted in 2020 and 2021 on the social impact of the pandemic.

Ocena konsekwencji kryzysu pandemicznego COVID-19 w sektorze polskich przedsiębiorstw
(Biuro Analiz Sejmowych, 2022-03) Janecki, Jarosław; Szkoła Główna Handlowa w Warszawie
The aim of the study is to analyse the impact of the COVID-19 pandemic on the situation of enterprises in Poland. For this purpose, the results of the CSO surveys were used (the impact of the COVID-19 pandemic on the economic situation), conducted from April 2020 to December 2021. The results of the research indicate a clear differentiation of the situation among enterprises in the analysed period. The problems caused by the pandemic were particularly pronounced among service companies in the accommodation and catering sector, retailers in the textile, clothing and footwear sector, and in the specialist construction sector companies. Moreover, in most cases, within a given problem caused by the pandemic, it was the smaller enterprises that indicated the existence of threats more often.
