Ekonomia behawioralna w polskim systemie emerytalnym

The article explores behavioural aspects of pension schemes. It begins with fundamental changes in social security schemes, described as financialisation, marketisation and privatisation. These processes provided background for the development of behavioural mechanisms. However, in practise, behavioural economics is usually narrowed to the patterns which are most frequently used and which are believed to be effective. The goal of the article is to check this effectiveness. A detailed analysis of different pension schemes shows that this effectiveness differs significantly and cannot be considered as a default feature. The authors argue that certain behavioural mechanisms have already been used in the Polish pension scheme, and the effectiveness analysis shows that effectiveness depends on the framework of the decision-making process.

Przyczyny deficytowości powszechnego systemu emerytalnego w Polsce

The aim of the article is to analyse the causes of the deficit of the Social Insurance Fund (SIF), namely the fund which forms the financial basis of the universal pension system. The article first discusses the factors influencing the financial stability of the SIF and the principles of the universal pension system along with the changes introduced after 1999. Next, the financial analysis of the SIF in 1999–2021 and the financial forecasts for the coming years are provided. It was noted that the actual picture of the SIF’s finances is distorted by large-scale off-budget operations. The article concludes with the statement that although the deficit of the universal pension system is largely due to the assumptions implemented in 1999, later decisions often led to a deterioration of the financial stability of the system.

Potencjał instytucjonalnych form dodatkowego oszczędzania w zakresie zwiększenia dochodów emerytów w Polsce

The article explores the degree of popularisation of the voluntary pension system in Poland and examines the popularity of the existing forms of savings. The aim of the article is also to try to answer the question which of the existing forms of additional saving offer the greatest chance of enhancing the income adequacy of pensions by increasing the low replacement rates that can be expected from the general basic system. The paper begins with a review of selected studies on the development of voluntary forms of additional saving for retirement in Poland. In the next section the author addresses the issue of voluntary retirement savings from an individual perspective in the context of the forecast declining replacement rate. The third section focuses on an analysis of the dissemination of the existing forms of voluntary saving for retirement and their potential to increase the income of pensioniers in Poland. The conducted analysis proved that the degree of popularisation of additional forms of saving for retirement in Poland is still low, although the greatest potential for its increase should be seen in the development of employee capital plans (pracownicze plany kapitałowe, PPK).

Wysokość świadczeń emerytalnych z Funduszu Ubezpieczeń Społecznych a finansowanie instytucjonalnej opieki długoterminowej w Polsce

The objective of this study is to introduce the topic of old-age infirmity risk and to analyse the sources of its financing in the current legal framework, based on social insurance retirement benefits paid by the Social Insurance Institution. The problems of estimating the scale of old-age infirmity risk in Poland will be considered, and on the example of the average cost of living in a nursing home in selected cities conclusions and recommendations on possible sources of financing institutional long-term care in the future will be presented. Undertaking a discussion of the economic dimension of old age is justified primarily by the assumption that financing the specific needs of the elderly can generate extraordinary costs, both for individual households and for the public sector as a whole.

Adaptacja do zmiany klimatu w programach ochrony środowiska małych i średnich polskich miast

The article presents the results of the analysis of the declarations of the authorities of small and medium-sized cities in Poland regarding the need to implement adaptation measures to the effects of climate change, and an assessment of the adequacy of the planned activities in this area. As part of the study, Environmental Protection Programmes in 80 cities with a population of up to 100,000 inhabitants were analysed. In the beginning, the most important challenges that the effects of climate change pose for cities are discussed. Then the results of the research are described and discussed. The paper ends with a short summary. The obtained results are not unambiguous. On the one hand, it has been shown that the issues of environmental protection and adaptation to climate change are not among the most important priorities of the authorities of small and medium-sized cities, and the way of presenting the issue of adaptation in the analysed documents, concerning the threats caused by the effects of climate change, is not sufficient and adequate to the level of danger. On the other hand, the results show that the importance of this problem has been increasing in recent years and that the authorities of small and medium-sized towns more and more often declare the need and readiness to support adaptation measures.
