The Organizational and Personal Framework of the “Global War on Terror” in the Light of the Decisions of the United States Courts

The article analyses the law of military detention applicable to the ongoing conflict with Al‑Qaeda and associated forces, to the extent that that law emerges from the jurisprudence of U.S. federal courts, and particularly of the D.C. Circuit. It discusses four major issues: the types of organizations against which military force can be used in accordance with the Congressional authorization, the range of persons subject to military detention in connection with such use of force (in terms of both legal categories and factual predicates), the scope of the battlefield on which the use of force is authorized, and the extent to which American citizens or foreigners lawfully present in the U.S. territory enjoy special immunity from military detention. The article concludes that the impact of the D.C. Circuit decisions on those questions extends beyond the issue of military detention, and provides the general legal framework applicable to other military operations directed against terrorist organizations in the Middle East, such as target strikes or the campagin against the self‑styled Islamic State.

The aim of this article is to analyse the provisions of the Polish anti‑terrorist act of 2016. Particular emphasis is put on the issue of rights and freedoms of foreigners. The article is divided into three thematic sections. The first part is devoted to the drawing up of the act, the second focuses on legal status of foreigners in Poland, whereas the third discusses the consequences of the adoption of the act. The author analyses how the position of foreigners in the Polish legal system has been affected by the passing of the anti‑terrorist act.

Rola Stanów Zjednoczonych w procesie modernizacji lotnictwa bojowego Sił Powietrznych RP

The aim of the article is to analyse the modernisation of the Polish Air Force’s combat aircrafts after the end of the Cold War and to portray the role of the United States’ politicians and companies in this process. The author describes the change of the security environment in Poland and in the region, the process of acquisition of the modern multirole combat aircrafts in the beginning of the 21st century and subsequent plans, for example Plan of the Technical Modernisation.

The Problem of Strangeness in Political Ideology and rhetoric of Alternative for Germany and German Identitarian Movement

This article aims at analysing the problem of strangeness, fear of and hostility towards representatives of out-groups (namely: foreigners) observed within the extreme right. In the first part it summons up the current state of research on this topic. Then the article presents the political and social context of today’s Germany, in light of the so called migration crisis, considering whether the “foreigners’ issue” is supported by the actual numbers. Last but not least, it analyses actual political demands of two far right groupings: a political party Alternative for Germany and the Identitarian Movement. Placing them in the wider global trend, it suggests that the issue of strangeness might have become the most important characteristics of the extreme right.

Reżim Gamala Abdela Nasera i geneza pierwszej fali liberalizacji gospodarczej w Egipcie

The aim of this article is to analyse the origins of the first wave of economic liberalization in Egypt. This paper refers to the historical period preceding the fundamental change of economic policy initiated by Anwar as-Sadat in the 1970s, analysing the causes of delegitimation of Gamal Abdel Nasser’s regime (1952–1970). The author characterizes the mechanisms of consolidation of the authoritarian rule, describes the main pillars of power, and analyses Nasser’s economic reforms (statism and central planning), including their social consequences.
