Polityka Polski wobec migracji z Białorusi po 2020 roku

Abstract

Celem raportu jest przedstawienie najważniejszych instrumentów prawnych i politycznych prowadzonych w ramach polityki migracyjnej Polski, z których korzystali obywatele Białorusi przyjeżdżający do naszego kraju. Migracje z Białorusi mają charakter mieszany (politycznoekonomiczny), a po roku 2020 przede wszystkim polityczny. W odpowiedzi na represje ze strony władz w Mińsku skierowane do społeczeństwa białoruskiego po sfałszowanych wyborach prezydenckich, władze polskie wprowadziły rozwiązania ułatwiające migrantom z Białorusi wjazd i osiedlenie się w Polsce. Raport składa się z dwóch części, w pierwszej przedstawiono charakterystykę migrantów z Białorusi na podstawie dostępnych danych oficjalnych (Urzędu ds. Cudzoziemców, Ministerstwa Spraw Zagranicznych) oraz wyników badań empirycznych (dostępnych wyników badań ankietowych). W drugiej opisano najważniejsze regulacje prawne i instrumenty polityczne adresowane do tej grupy, w tym wizy humanitarne, program Poland. Business Harbour oraz Kartę Polaka, które przyczyniły się do wyboru Polski jako celu przyjazdu i sprzyjały decyzji o osiedleniu się.

The report aims to present the most significant legal and political instruments that have been implemented in Poland as part of its migration policy and that are used by Belarusian citizens arrivingin our country. Migration from Belarus is mixed in nature, being both political and economic, and has been primarily political since 2020. Following the rigged presidential elections and subsequent repression of the Belarusian society by the authorities in Minsk, the Polish authorities introduced measures to facilitate the entry and settlement of migrants from Belarus in Poland. The report consists of two parts. The first one presents the characteristics of Belarusian migrants based on official data from the Office for Foreigners and the Ministry of Foreign Affairs, as well as the results of empirical research. The second part describes the most important legal regulations and policy instruments aimed at this group, including humanitarian visas, the Poland. Business Harbour programme, and the Card of Pole, which contributed to Poland being chosen as a destination and encouraged the decision to settle there.
