Abstract
Artykuł podejmuje naukową analizę roli i znaczenia Rządowego Centrum Bezpieczeństwa w krajowym systemie zarządzania kryzysowego, ze szczególnym uwzględnieniem realizacji jego ustawowych zadań w kontekście wybranych sytuacji kryzysowych na terytorium Rzeczypospolitej Polskiej. Autorzy koncentrują się na identyfikacji kompetencji RCB, ocenie jego struktury organizacyjnej oraz sposobu funkcjonowania w warunkach zagrożeń o charakterze naturalnym, technicznym i ponadnarodowym. W opracowaniu przedstawiono podstawy prawne działalności RCB, zakres zadań dyrektora i całego centrum oraz znaczenie działań profilaktycznych i informacyjnych w procesie minimalizacji skutków zagrożeń. Istotną część artykułu stanowi analiza funkcjonowania systemu Alert RCB, jako narzędzia masowego informowania i ostrzegania ludności, wraz z omówieniem jego wykorzystania podczas powodzi, ekstremalnych zjawisk pogodowych, pandemii COVID-19 oraz w ramach mechanizmu Child Alert. Przeprowadzona analiza pozwala na ocenę skuteczności działań RCB oraz wskazanie jego istotnej roli w zapewnianiu bezpieczeństwa i kształtowaniu świadomości zagrożeń wśród obywateli.The article provides a scientific analysis of the role and significance of the Government Security Centre in the national crisis management system, with particular emphasis on the implementation of its statutory tasks in the context of selected crisis situations in the territory of the Republic of Poland. The authors focus on identifying the competences of the RCB, assessing its organisational structure, and examining its functioning in the event of natural, technological, and transnational threats. The study presents the legal basis for the RCB’s activities, the scope of responsibilities of its Director and the Centre as a whole, and the importance of preventive and informational measures in minimising the effects of threats. An important part of the article is the analysis of the functioning of the RCB Alert system as a tool for mass communication and public warning, including a discussion of its use during floods, extreme weather events, the COVID-19 pandemic, and within the framework of the Child Alert mechanism. The analysis enables an assessment of the effectiveness of the RCB’s activities and highlights its significant role in ensuring public safety and raising awareness of threats among citizens.
