Przez demokrację do socjalizmu – projekt konstytucji autorstwa Mieczysława Niedziałkowskiego

Abstract
The paper contains analyse of a draft constitution (1919) by Mieczysław Niedziałkowski, the leader of Polish social democracy (Polish Socialists Party) in the interwar period. As amatter of fact Niedziałkowski was a ghost author of the democratic electoral law of November 1918, the act established an universality and equality of voting rights (including women suffrage) in Poland, right after regaining independence. The analysed constitution draft was his second project announced in 1919. Contrary to the previous one (prepared namelessly, as a superior government servant), this one represented openly his ideological believes. His political strategy anticipated following stages of evolution: regaining independence, establishing democracy, and—resulted of both earlier ones—implementation of socialism. Therefore project consists of some ultrademocratic, however unliberal, political institutions. Instead a division of power the constitution design assuming a supremacy of parliament and widespread of direct democracy instruments (popular legislative initiative, referenda, citizens’ right to demand a dissolution of parliament). Contrary to official declarations of unicameral parliament the project postulated creation of a kind of employee senate (Izba Pracy, The Chamber of Employees).
