Abstract
The author examines the structure of the Russian ruling circles in the context of the Russian war against Ukraine. He emphasizes that the power elite has been shaped by Putin for 22 years and that this is the main reason for its loyalty to Putin, despite the fact that he recognizes some signs of the opposition to the war.
