Współpraca energetyczna w ramach inicjatywy Trójmorza

Abstract

Państwa regionu Europy Środkowo-Wschodniej zmagają się ze szczególnymi problemami w zakresie energetyki. Dlatego też kwestie bezpieczeństwa energetycznego regionu stały się priorytetowym obszarem działań w ramach Inicjatywy Trójmorza, która zrzesza grupę państw tego regionu. Celem artykułu jest przedstawienie stanu realizacji kluczowych inwestycji w zakresie energetyki obszaru 3SI oraz ich strategicznego oddziaływania na bezpieczeństwo a także prognoza możliwych konsekwencji ich realizacji albo ich braku dla gospodarek państw Trójmorza, ich bezpieczeństwa oraz stosunków międzynarodowych w kontekście trwającego konfliktu na Ukrainie oraz polityki energetycznej Unii Europejskiej czy jej polityki względem Rosji. W rozdziale posłużono się: krytyczną analizy literatury i źródeł, dokumentów, doniesień prasowych; metodą analizy systemowej oraz metodą dogmatycznoprawną w odniesieniu do aktów prawnych. W ramach badań wykazano, że przy realizacji projektów napotykane są problemy związane m.in. z finansowaniem (w szczególności na południu Europy), zaangażowaniem niektórych państw (np. Węgier), zasadnością i zapotrzebowaniem na rozbudowę infrastruktury energetycznej w regionie bałkańskim czy też ryzyko dublowania się inwestycji w sektorze energetycznym. Program rozbudowy strategicznej infrastruktury przebiega dwubiegunowo: północ i południe. Budowana infrastruktura ma wpisać się zarówno w już istniejącą sieć jak i otworzyć dostęp na do tej pory niedostępne rynki. Zauważono także dysonans w podejściu do liczby i skali projektów z zakresu energetyki elektrycznej a energetyki gazowej, co jest istotne w kontekście trwającej transformacji energetycznej i wyznaczonych celów (Fit for 55). Rozdźwięk dotyczy również tempa realizacji projektów między północą Inicjatywy a jej południem, jak i różną kooperacją pomiędzy sąsiednimi państwami. W rozdziale omawiano także potencjalne problemy niektórych państw 3SI, z jakimi przyjdzie się im zmierzyć wraz z końcem 2024 roku, które będą konsekwencją braku ich pełnego zaangażowania w projekty infrastrukturalne i prowadzoną przez siebie prorosyjską politykę.

The countries of the Central and Eastern European region are struggling with particular energy issues. Therefore, the issues of the region's energy security have become a priority area of action within the Three Seas Initiative, which brings together a group of countries in the region. The aim of this article is to present the status of key energy investments in the 3SI area and their strategic impact on security, as well as to forecast the possible consequences of their implementation or lack thereof for the economies of the Three Seas countries, their security and international relations in the context of the ongoing conflict in Ukraine and the energy policy of the European Union or its policy towards Russia. The chapter used: a critical analysis of literature and sources, documents, press reports; a system analysis method; and a dogmatic-legal method with reference to legal acts. The research shows that problems are encountered in the implementation of the projects, such as funding (particularly in southern Europe), the involvement of certain countries (e.g. Hungary), the legitimacy and demand for the expansion of energy infrastructure in the Balkan region or the risk of duplication of investments in the energy sector. The infrastructure being built is expected to fit into both the existing network and open up access to hitherto inaccessible markets. A dissonance in the approach to the number and scale of electricity versus gas power projects was also noted, which is important in the context of the ongoing energy transition and the targets set (Fit for 55). The discrepancy also relates to the pace of project implementation between the north of the Initiative and the south, as well as the different cooperation between neighbouring countries. The chapter also discusses the potential problems some of the 3SI countries will face with the end of 2024 as a consequence of their lack of full commitment to infrastructure projects and their pro-Russian policies.
