Abstract
Przedmiotem artykułu jest prezentacja udziału reprezentacji społeczeństw państw członkowskich i ich wpływu na kształtowanie treści polityki UE. Celem jest weryfikacja założeń teoretycznych podejścia wielopoziomowego rządzenia w UE, które zakłada możliwość rzecznictwa interesów na różnych poziomach systemu Unii oraz w kolejnych fazach procesu decyzyjnego.
Description
The goal of the paper is to analyse mechanisms of participation of representations of the societies of the member states in decision-making of the European Union and to evaluate the possibility of influencing the process of shaping of the content of politics in the multi-level system of the European Union by the outside-business individual and group interests. The author formulates a hypothesis that a participatory model of multi-level governance is being developed in the European Union under the influence of certain actions which are aimed at reforming the system of governance and eliminating the defi cit of democracy. Key theoretical assumptions and goals of explanation of the paradigm of MLG are presented in the fi rst part of the paper which is essential for explaining the way of reasoning. Actions described as developing the model of European governance are described in the following part of the text.
