Abstract
Celem artykułu jest ukazanie formalnych i nieformalnych uwarunkowań kolejnej po 1990 roku reformy polskich służb specjalnych. W ramach pracy autor planuje przedstawić przesłanki merytoryczne ówczesnego obozu rządowego, reprezentowanego przez SLD, argumentującego zasadność przedmiotowej reformy. Ukazane zostaną zmiany organizacyjno-strukturalne, jakie przeprowadzono w nowych, powołanych do życia po rozwiązaniu UOP służbach: Agencji Bezpieczeństwa Wewnętrznego oraz Agencji Wywiadu. Drugim wątkiem będzie przedstawienie zmian personalnych w nowych służbach polegających na rozliczeniu kadry UOP, związanej z obozem solidarnościowym tworzącym UOP w 1990 roku, i obejmowaniu kluczowych stanowisk przez byłych funkcjonariuszy Służby Bezpieczeństwa w wielu przypadkach formalnie powiązanych z SLD.The aim of the paper is to present the formal and informal conditions surrounding the subse‑ quent reform of the Polish secret services after 1990. As part of this study, the author intends to present the substantive arguments put forward by the then-ruling camp, represented by the Democratic Left Alliance (SLD), to justify the reform in question. The paper will also examine the organizational and structural changes introduced in the newly established services following the dissolution of the Office for State Protection (UOP): the Internal Security Agency and the Intelligence Agency. The second focus will be a presentation of the personnel changes introduced in the new service, which involved the removal of UOP staff associated with the Solidarity movement that had established the office in 1990, and the appointment of former Security Service officers to key positions – many of whom were formally linked to the SLD.
