Preliminary assessment of urban planning documents in the Cracow area published on the Internet
Abstract
The aim of spatial planning is creating rules for proper space organisation for human needs. It is implemented within several levels of detail and by creating various planning documents. The most important of them are prepared within the local government. They directly influence our nearest human surroundings. They are two types of planning documents prepared within the local level of government in Poland. The first is the study of conditions and directions for spatial development. The second is the local plan for spatial development (local spatial plan). The study defines the spatial policy of the commune (gmina). The spatial plan is based on the study and is the principal document for issuing administrative decisions for creating new objects or making changes in space. The new objects may be cadastral parcels (subdivision procedure), buildings (building permits), or other building objects (i.e. roads). The administrative decisions may result in restructuring land or amending its functions, for example during its expropriation or transformation from agricultural into one destined for building development. According to the Polish law and for proper realization of procedures mentioned above, the local spatial plans must be available on the internet, on the communes websites. However, the act on spatial planning and development that introduces such an obligation, does define neither details nor precise requirements concerning publishing planning documents online. Therefore, we can find variety of ways how the planning documents are available, there. They are provided either in a very simple way (traditional scans) or applying more sophisticated methods (interactive maps or professional geoportals). Authors explored, how the planning documents are published on the web, by local authorities, within the county (powiat) of Cracow that is divided into 17 communes and the city of Cracow itself. Some conclusions on applying planning documents for specific processes are given in the paper, as well.
