Abstract
Special economic zones play a crucial role in attracting foreign investment and promoting regional development around the world. The article identifies the main problem areas in the functioning of the Polish Investment Zone (PIZ), based on the experiences of institutions managing the zones. The study utilizes survey-based data, gathered from the majority of PIZ managing companies in Poland (78.6%) and importance indices to depict the intensity of the barriers. Parametric and non-parametric tests, comparing means and medians, between the least developed and remaining regions are used to verify if the barriers’ intensity is regionally diversified. The findings indicate that the majority of obstacles to attracting investors and implementing the program were of a moderate or minor nature. However, issues such as limited awareness of the PIZ, the obligation to maintain specified employment levels, and the necessity for substantial investment outlays emerged as significant impediments. The comparative analysis between two groups of regions did not show statistically significant differences in perception of barriers nor in their level of service and support for entrepreneurs. This indicates that PIZ management companies provide consistent level of service and support to entrepreneurs, irrespective of the level of regional development. Only a few statistically significant differences, shown through tests of means and medians, are due to different perceptions of the relative ease/difficulty of achieving the designated PIZ qualitative criteria. The awareness of the main problems of PIZ is an important source of implications, showing i.a. the necessity for further informational activities on PIZ to be undertaken.
