Abstract
Koncepcja inteligentnej specjalizacji przeszła gwałtowną przemianę z akademickiej idei do politycznej doktryny definiującej politykę regionalną Unii Europejskiej. W artykule przedstawiono krytyczną analizę tej koncepcji. Zaprezentowano możliwość integracji badań foresightowych z procesem identyfikacji i implementacji inteligentnych specjalizacji. Następnie, dyskusji poddano wyniki przeglądu inteligentnych specjalizacji wytypowanych przez polskie regiony. W podsumowaniu zaproponowano możliwe kierunki dalszych badań i ewaluacji w obszarze inteligentnych specjalizacji.
Description
The concept of smart specialisation has undergone a rapid transition from an academic idea to a political doctrine that defines the EU’s regional development policy. The paper features a critical analysis of this concept. Possibility of integrating foresight into the smart specialization identification and implementation process is presented. Next, the results of a review of smart specialisation indicated by the Polish regions are discussed. Finally, possible directions of further research and evaluation in the domain of smart specialisation are proposed.
