Abstract
Abstract: The article highlights a two-way relation between social environment and the public library. The main focus is on how changes of the society or local communities influence on libraries’ activities. Public libraries serve the society, therefore their roles depends upon occurring changes in society. Public libraries should actively collaborate with community members in advancing community goals and planning new library services. It is a good way for enhancing social competences and building responsibility for the quality of common weal and social life.
