„Power durch Handel” – Rosja i Chiny w polityce zagranicznej Niemieckiej Republiki Federalnej. Perspektywa neorealizmu hegemonicznego

Abstract
Russian Federation’s aggression against Ukraine in 2022 has forced numerous states to redefine their foreign policies. Among these states is the Federal Republic of Germany, which, due to its numerous economic and other ties, arguably faces the greatest challenge. In this context, the following research problem arises: how should Germany’s contemporary foreign policy toward Russia and China be interpreted? The hypothesis is that German foreign policy toward the Russian Federation and the People’s Republic of China, traditionally geared toward cooperation and maximizing economic power, has diversified in response to the decline of security within the international system. For exploratory purposes, this study will employ the theory of hegemonic neorealism, which represents a successful attempt to amalgamate different theories in order to adapt structural realism to a non-static international reality. The first section will discuss the key assumptions of hegemonic neorealism relevant to the issue at hand. The next two sections will focus on German policy toward China and Russia, respectively, after 2016 – the year the White Paper on German Security Policy was published. The conclusion will summarize the analysis. In the research, authors will employ both the historical-critical method and desk research techniques.
